They offer assistance and referrals for emergency food, shelter, clothing, crisis counseling, substance abuse issues, employment, financial and legal issues, physical and mental health needs, and more. - Monroe County Area Food Cupboards (PDF)<\/a>: Food cupboards help meet emergency food needs.\u00a0Each cupboard operates as a neighborhood volunteer unit covering a specific area and receives support from its local churches and funders. Each has a well-defined set of rules for eligibility, with referrals generally made through the local clergy or social agencies.
